The Refinery Planning Analyst roles include several planning positions within the El Segundo Oils Planning team (including Value Chain Optimization (VCO) Planner reporting into the Value Chain Optimization organization), that provide guidance for operational and commercial decisions for the El Segundo Refinery.  They work closely with Planning Analysts, Coordinators, Operations, and Engineers inside the Refinery, as well as with Traders, VCO Coordinators, and Energy Technology Company (ETC) Planning Analysts in the trading hubs, to optimize the entire supply chain.

Key Job Responsibilities for this position may include but are not limited to:

  • Works with Refinery Ops, Oils Planning team, Value Chain Optimization Group (VCO) and Traders to help develop and execute the 5-month Area Operating Plan (AOP), focused on stock balances, shutdown planning, commercial opportunities, un-utilized capacity, constraint analysis, and opportunity identification.
  • Collaborates with operational stakeholders during plan development, guides maintenance timing and prioritization. Provides backup for other planners and coordinators as necessary.
  • Performs routine economic evaluations utilizing the LP (Linear Program, aka “Petro”) and/or other optimization tools (APS, MBO) where necessary, to optimize the refinery and supply chain.
  • Communicates and provides leadership around capturing supply chain optimization opportunities in the Refinery and commercially. Raises facility commercial awareness with the intent on broadening ownership associated with delivering commercial performance. Works with coordinators on optimization of execution plan.
  • Works with other VCO Refinery Coordinators world-wide (however primarily USWC for this role based in El Segundo) to look for opportunities to optimize inter-regionally and intra-regionally.  Facilitates resolutions that maximize corporate value and drive the right behaviors between Business Units (Refining, Trading, Marketing).
  • Works closely with Refinery personnel to ensure that Refinery capability (plant capacities, routing, blending and tankage) are reflected accurately in optimization models and tools.  Works with others to improve model accuracy and development activities.
  • Takes a lead role in miscellaneous profit improvement to grow Refinery margin capture capability and supply chain projects from the Refinery perspective as needed.
  • Must maintain a working knowledge of:
    • LP (Linear Program) models and additional tools to develop optimized plans
    • Fuels supply chain outside of the refinery gate
    • Broad energy markets including crude, products, and fuels
    • Transportation issues including freight costs, demurrage, wharf and pipeline schedules / constraints
    • Product quality and blending optimization
    • Inventory management (both logistic and financial)

Required Qualifications:

  • Bachelor’s degree in engineering.
  • Refinery (El Segundo Refinery beneficial) or Petrochemical Plant process or operational experience (either direct work experience or thru technical service) – minimum of 3 years – 5 or more years desired.
  • Thorough understanding of Refinery operation, limits and economic drivers,
  • LP (Linear Program) models and additional tools to develop optimized plans
  • Possesses strong computer skills.

Preferred Qualifications:

  • Supply chain experience.
  • Lean Sigma (Green Belt) experience.
  • Alternate site experience.
  • USWC petroleum market understanding.
  • Familiarity with refinery LP model and refinery scheduling tools (e.g. APS, MBO) is highly preferred.
  • Familiarity with other computer tools is desirable: refinery decision software, spreadsheets and presentation software.
